Why Workplace Safety Isn't a Purchase Order: What an Office Admin Learned Buying PPE

Last January, one of our maintenance technicians stopped me outside the break room and asked whether we could use the fire extinguisher on the wall for a grease fire. It should have been an easy question. I had approved that extinguisher purchase. I was the person who managed the vendor. I did not have a confident answer.

That moment did more to improve how I buy safety equipment than any training session I have attended since. Here is the background: I am the office administrator for a 300-person industrial services company with five locations. Safety supplies are my responsibility, which means I manage roughly $40,000 in annual spend across eleven vendors. I report to operations and finance. Neither department has a full-time safety specialist, so the purchasing role quietly became the safety role. That is more common than it should be, and it is exactly where the trouble starts.

Safety by Shopping List

When I took over in 2020, there was no handover document. There was an inbox of supplier invoices and a spreadsheet with part numbers. I learned the job by reacting to requests. If a supervisor said the first aid cabinet was getting low, I ordered a refill. If someone asked for safety glasses near me, I found a distributor that could deliver quickly. If a project manager mentioned men's work boots, I searched a catalog for men's work boots and placed an order.

On paper, that looked like a responsible safety program. There were kits in the cabinets, glasses in the tool room, boots on the crews. But I was really buying product categories. I was not checking whether the product matched the hazard, the environment, or the current performance standard. Those are three different things, and confusing them is expensive.

The Real Problem Is Not the Product. It Is the Standard.

Here is the first thing I learned the hard way: a product name is not a performance specification.

In my first year, I made the classic specification error. I ordered 60 pairs of general-purpose work boots because they were described as a tough, all-around boot and the price was reasonable. They looked right. They cost about $95 a pair instead of $140. What they did not have was the ASTM F2413 impact and compression rating that our site contracts required. The marking on the tongue was missing. I only found out after a field supervisor checked the labels before an audit. We repacked the boots, arranged a pickup, and paid rush fees on a replacement order of properly rated boots. The total cost was roughly $3,500 in returns and freight. The real cost was that crews spent two weeks in footwear that should not have been assigned to those tasks.

The lesson was not just about boots. It was that the word boot tells you nothing about protection. The standard tells you that. I started asking every vendor to show me the standard marking before I ordered, not after.

First aid kits are the same story with different details. Under ANSI Z308.1, workplace first aid kits are classified as Class A or Class B, and that classification determines the minimum required contents and their quantities. An office with ten people might be fine with one type. A crew doing repair work in the field often needs different contents and larger quantities. The only way to know is to read the label and the standard version on it.

We standardized on First Aid Only kits because the ANSI class is printed directly on the label. The model we use most in our field trucks is the First Aid Only 6175. The contents list is attached inside the lid, so a monthly check takes about five minutes and there is no guessing about what should be in the box. It does not pretend to be something it is not. That is exactly the quality I now look for before any purchase.

I get the same requests for eyewear. When someone wants safety glasses near me, they usually need a replacement by the end of the day, and proximity matters. But near me is not a safety rating. What matters is whether the glasses meet ANSI Z87.1 and whether the rating matches the task. For impact hazards, basic impact-rated eyewear is not the same as high-impact-rated eyewear, and the marking on the lens is the only proof you have. Shopping by distance instead of by spec is how a pair of non-rated glasses ends up in a tool bag.

There is another layer that catches buyers off guard. Standards get revised. ANSI Z308.1 was updated in 2021, and that means an older kit labeled ANSI compliant may not reflect the current revision. What was best practice in 2020 may not apply in 2025. This is not a reason to panic. It is a reason to check the date on the label, keep a record of what you purchased, and refill only with the items listed for the current standard.

What the Gap Costs

I did not see the true cost until our insurance provider sent a safety consultant to walk through our buildings in 2023. He opened first aid kits with a checklist. Four of the seven kits outside our main office had items that were expired, missing, or not listed in the required fill. One kit had no fill list at all.

No one was fined that day. I keep repeating that because it is easy to assume the cost only appears when a regulator shows up. The cost appears earlier. It appears on a job site where someone reaches for an unmarked pair of glasses or a boot that does not have the rating the task requires. It appears on the day somebody actually has to use the equipment, and the equipment is not quite right.

The grease fire question is the version of that I will not forget.

Can you use a fire extinguisher on a grease fire?

Here is the honest answer: you can use an extinguisher on a grease fire, but only if the extinguisher is rated for it. A grease fire is a Class K fire. Class K extinguishers use wet chemical to cool the oil and create a barrier between the oil and the air. Water is the worst thing you can throw on a grease fire because it causes the burning oil to splatter and spread. A standard dry chemical ABC unit can knock down flames in some situations, but it also carries the risk of splashing hot oil around while it discharges.

That is why commercial kitchens usually need a Class K extinguisher near cooking surfaces, and why a general-purpose extinguisher in a hallway is not enough if the hazard involves cooking oil. According to NFPA guidance, verify your local fire code and make sure the extinguisher class is matched to the actual hazard. And do not stop there. The person using it needs to know the difference.

I asked twelve employees that hallway question. Only two could answer with confidence. That was not their fault. We had supplied extinguishers but not the knowledge to go with them.

What I Changed, in the Short Version

I am an office administrator, not a safety engineer, so the system I built had to be simple enough for me to run.

  1. Buy to a standard, not a category. Every order now needs the current standard and rating written on the purchase request. First aid kit means nothing; ANSI Z308.1 Class B means something. Work boot means nothing; ASTM F2413 means something. Safety glasses mean nothing; ANSI Z87.1 with impact rating means something.
  2. Attach training to equipment. The extinguisher is not the solution. The solution is an extinguisher rated for the hazard plus a person who knows when and how to use it. We added a five-minute fire safety refresher that includes the grease fire question and the class of extinguisher in each building.
  3. Audit like the inspector is coming. We do a fifteen-minute physical check every quarter. It is a checklist, not a feeling. First aid kit fill, expiration dates, extinguisher inspection tags, PPE markings. The checklist is boring, and boring is what catches problems before they become incidents.

On the supplier side, we consolidated most of the ordering through one primary vendor, First, and kept a regional distributor as backup for urgent replacements. The main advantage of consolidating with First was not just the range of products. It was consistency. First Aid Only kits. ASTM-rated boots. Z87.1-rated eyewear. One set of product standards, one invoice format, one person who could answer a compliance question when I had one. I still have mixed feelings about putting so many eggs in one basket, which is why we kept the backup. But the fragmentation across eleven vendors caused more gaps than the risk of consolidation.

What Has Not Changed

I used to think the fundamentals would eventually stabilize and I would just reorder the same products forever. It does not work that way. Products evolve, hazards evolve, and standards get revised. The fundamentals that do not change are basic: know what the equipment is for, verify the rating, train the person using it, and check it again after the invoice is paid.

If you are the person who buys safety supplies for your company, start with one question. Ask the person next to you where the nearest fire extinguisher is, and whether it is the right type for the fire most likely in that room. If they hesitate, you have found your gap. That is not a failure. It is a starting point.
